The official answer is that the Simpsons Ride will be open in Spring 2008, so you could take that to mean March/April or May.
Chatter on the internet seems to point to an April opening, with some "soft opening" tests prior to that date. We'll have to wait for more info I guess.

The Simpsons™ RIDE
On the site they have Universal Hollywood opening the Simpsons Ride as 17th May, with Universal Orlando Simpsons Ride Opening as "soon", so I'd keep my eye on this site for an official date.
Looks like it'll be the 15th of May.
