This is located at Disney's Contemporary Resort Marina. You can definitely book your breakfast at the Contemporary as well.
As best as I can recall, you can get watersports gear at any deluxe except for the Animal Kingdom Lodge. (You can also get a more limited watersport set at the moderates.) For the Boardwalk, you'd have to walk over to the Yacht and Beach Club.
That said, the best resorts for watersports are the Magic Kingdom Deluxes (Contemporary, Grand Floridian, Polynesian, Wilderness Lodge) plus Fort Wilderness Campground/Fort Wilderness Cabins--since they are on the biggest lake!! (Tougher to get breakfast at Fort Wilderness, though...unless you cook it yourself.)
When my family and I went the first time we stayed at the Caribbean beach resort and it was amazing. It has its own sandy beaches, you can rent boats. The breakfast is really good also!
There's food available, everywhere in Disney Property. That's actually their main revenue. The question is, do you like to pay triple of what's something is worth? Any equipment rental, Disney will accomodate for you, regardless of what property you're staying on. Stay away from $100 dollars or less Disney Hotels(ex. All Star Resorts). Is like a Comfort Inn, with Disney decorations. Plus they're crowded, because everyone wants to save now a days. I've seen guests wait over an hour at this hotels, just to check-in.
You can definitely narrow down your resort choices by figuring out a budget for your trip. Disney offers 3 different resort price ranges, which are typically:
Value ($89-$125 a night)
Moderate ($125-$195 a night)
Deluxe ($200 on up a night)
If you do not plan to spend a lot of time at your resort, than it makes sense to not spend a ton of money to sleep there. You can participate in water sports and dine at the best resort restaurants without being a guest at that particular resort.
In the value resort variety, I prefer Disney's All Star Music. It is home to my favorite All Star Pool - the Calypso and the grounds are beautiful.
For Disney Moderate Resorts, I prefer Disney's Coronado Springs (guests can kayak or paddle boat on the lake), and Disney's Port Orleans French Quarter (for one of the coolest pools around).
And for Disney's Deluxe Resorts, my absolute favorite is Animal Kingdom with the Polynesian in close 2nd place. DAK Lodge has my favorite restaurant on all of Disney property - Boma-Flavors of Africa; a MUST for dinner one night during your trip. The views from the balconys aren't bad either! And the Polynesian is such a fun resort, and close to the Magic Kingdom. Water sports are available right outside your door.

From what I've read, you can get what you're after out of any Deluxe hotel, but that's going to cost a lot of money. You might want to consider saying somewhere value or moderately priced, and hoof it to the water sport gear and food. I'm considering the New Orleans themed area myself.
